Tariff Project

April 11, 2024

Dear Members of the Board of Directors:

The Rochester School Administration presents for your study and approval the following draft rates for the new school year 2024-2025. This project is based on Resolution 017821 of September 30, 2023 of the Ministry of National Education.

We have taken into account the economic indicators, the percentage increase in the minimum wage and the prices of inputs in both food and transportation services, seeking to preserve the purchasing power of families and educational quality, as well as being responsible with the sustainability of the school, families, staff and contractors and suppliers.

Enrollment Fees and Monthly Pension Fees

Taking into account the criteria established by the Ministry of National Education to determine the percentage of annual increase for private educational institutions in the Regulated Freedom regime, Rochester School would have a total of 12.73% increase, according to the following criteria specific to said Resolution:

  • The base score of the annual CPI consumer price index, which for the August 2023 cut-off was established at 11.43 percentage points.

  • The quality accreditation issued by the Colombia Excellent Foundation on our process as Recognized for Excellence with the European Foundation for Quality Management (EFQM) at a 5-star level, equivalent to 0.8 percentage points.

  • The permanence index issued by the Ministry of National Education, through its official platform and in which we are classified at a high level, and which is equivalent to 0.5 percentage points.

For the annual pension item, in accordance with the criteria previously recorded and taking into account that Rochester School continues to be classified in the Regulated Freedom Regime, the Rochester School Management proposes an increase of 12.73% in relation to the current school year, for students entering grades Kindergarten to 11th and freely assign the rate considered in Pre-Kindergarten, as authorized by the aforementioned resolution.

To support families' cash flow, we offer the following benefits :

  • Continue deferring pension payments for 11 months between August 2024 and June 2025.

  •   Grant scholarships on Tuition Fees and monthly Pension payments like this: Second child with 10%, third child with 15% and fourth child with 20%, and children of former students with 20% to any of their children. Bibliobanco Rate for Imported Series

Regarding the use of the Imported Series Bibliobank (printed and digital), it is our purpose to continue at the forefront in the use of educational technology for the teaching and learning process, with the support of the following tools:

  • Student information system called ALMA, with Learning Management Systems, SeeSaw in Prekindergarten to 2nd and Google Classroom for 3rd-11th.

  • Admission and registration renewal system, OpenApply.

  • Online curriculum platforms for learning the various areas of knowledge deployed in English, such as Imagine Learning (5th-11th), Our World Avallain (English in Upper Primary), MyELT (English in Middle School and Upper Baccalaureate), AP Classroom (AP Courses in High School), Raz Kids (reading in English for 1st grade), and others.

  • Printed and digital texts, as well as imported series materials for English, mathematics and science, both for the student and for classroom use.

  • Standardized English tests (Toefl Primary in 4th grade, Toefl Junior in 7th grade and Toefl iBT in 10th grade), admission to higher education in Colombia (Presaber 11 in 10th grade and Saber 11 in 11th grade) and Life Project Orientation in 10th grade. Additionally, we will include 50% of the registration cost for 11th grade students for the international French and Portuguese exams, DELF and CELPI-BRAS.

  • To prevent parents of students entering 3rd and 4th grade from buying an iPad or MacBook for their school work and so that these devices are better managed by the school and with greater security for the students, we include an iPad with a Spanish keyboard and trackpad for the interdisciplinary One-To-One Deployment program used in all subjects . The use of family-owned devices in 3rd grade will not be allowed on campus for technical reasons of administration and security of the iPads. These devices will be the property of the school and will be rented to students, just as we do with imported texts and series, fully managed by the School, without parents having to manage them at home or during breaks during the school year. , thus keeping Internet access and device use safe and healthy for students. The cost of equipment increased considerably and in 2023-2024 the school incurred rental costs much higher than budgeted.

At the beginning of the 2024-2025 school year, we will share bibliobank information (print and digital), grade by grade. Taking into account the CPI and the movement of the US dollar from the last school year, we request a 10% increase in the fees for using the Imported Series Bibliobank in Table 2.

Rochester College offers food service, providing students with cultural and international experiences through monthly food festivals . We prepare balanced, balanced, sufficient and healthy menus endorsed by a professional nutritionist .

The food service has a high level of satisfaction on the part of the students, within an orderly and clean environment, where they learn manners and the etiquette of good eating. We work systematically in building our menus, incorporating natural, fresh and harvested foods into our preparations. We work on formulations with a 50% reduction in added sugar or with sweetening substitutes, such as Stevia, we incorporate fiber, we limit the use of sausages, ultra-processed and fried foods. We encourage the consumption of fruits and vegetables; we promote natural hydration without added sugars; and we include all the necessary food groups to promote the growth and development of our students.

We see with great concern that many lunch boxes that students bring are full of ultra-processed products, with refined sugar, preservatives and sodium, which generates disorders in their healthy habits and inconsistency with what we teach them in natural sciences and the health axis. integral in Development of Virtues, so that students take control of their lives by choosing in a coherent manner and aligned with the nutritional information constructed in the classroom. Additionally, we consider that the dining room is an integral part of the curriculum to learn to eat what the body needs, creating awareness of putting only the foods that are going to be consumed on the plate and thus avoiding unsustainable waste, maintaining an appropriate posture when eating, with Elbows off the table, chat when you are not chewing, and leave the place neat and clean for other people.

Monthly lunch and half nines fees will be charged in 11 months from August to June, along with the monthly boarding fee. The Snack Bar is open to students from 3rd to 11th grade and consumption is paid through the digital platform that the school provides. Taking into account that the minimum wage increased by 12% and the cost of food inputs increased in 2022-23 more than expected and we project an increase of more than 15% in 2023-24, we request an increase of 12.7 % in the rates for Lunch and Half Nines in relation to those for the year 2023-2024, to recover part of the costs of the current school year, as mentioned in Law 115 of 1994. These rates are exclusive for those who take monthly lunch during THE ENTIRE school year continuously (August to June), since the occasional month and lunch or daily half nines will have higher rates, proportionally. The occasional rate is higher to cover the fixed and variable costs involved in the lunch or half nines experience. Additionally, we will offer a 10% scholarship for the second child of the same family, 15% for the third child and 20% for the fourth child. Table 3 shows the proposed rates.

Rochester School offers the school transportation service through a strategic ally and expert in this type of transportation with reliable, safe and efficient routes for our students.

Likewise, it offers us an application for real-time route monitoring and communication between the monitors and parents. We invite you to take the school transportation service that the school offers through its strategic ally, since the school is solely responsible for the safety of the students who take the school transportation service offered by them.

This school year we have considerably increased family satisfaction by refining routes and improving the management of requests. The strategic ally is fulfilling the value offer in terms of time spent on the route and punctuality when arriving at the campus.

For the following school year, we will offer a 10% scholarship for the second child in the same family, 15% for the third child, and 20% for the fourth child. We will also continue with the sectorization of zones into near, intermediate and distant transportation, depending on the distance in kilometers between the campus and the student's residence, according to the following:

  • Nearby Transportation covers up to 18 kilometers from the campus.

  • Intermediate Transportation covers a distance from the campus greater than 18 km and less than or equal to 22 km.

  • Remote Transportation covers a distance from campus greater than 22 kilometers.

Due to the impact on vehicle spare parts costs, the increase in the minimum wage for instructors and drivers, and the increase in fuel, we request an 11% increase in school transportation rates, which are seen in Table 4. These rates also have been deferred to 11 months from August to June for greater comfort in the cash flow of families and are exclusive for those who take the service throughout the school year continuously (August to June), since they will be higher for those who take service occasionally.
